is there a SPECIFIC software to make them? i read somewhere that making/editing them in like paint that spacing is the main issue.
also, how big is each tile? like a tree can be 4 tiles while a small plant can be 1 tile.. but what is the size of each tile?

RMXP tiles are 32x32 and its tilesets are in rows of 8x32 = 256 pixels.

RMXP tilesets can be as big as you want, I think. Big enough to where you can have all the tilesets you want to use in your game combined into a single set. They have to be 8 tiles wide (256 pixels wide like rey meustrus said) but as long as the height is divisible by 32 it can be virtually endless.
You can also use MS Paint or iDraw or my personal favorite Graphics Gale. Graphics Gale makes it much easier to create and edit your sprites and tiles. It doesn't overload you with a bunch of features that you'll never use either. In addition, it lets you set custom grids to help you piece together tilesets and character sets. VERY handy. It also works great if you're ripping sprites, too! Set up your hotkeys and you can rip and piece together dozens of character sets in about fifteen minutes.
If you want good results then I'd try GIMP if I where you. Really powerful tool. Similar as Photoshop, but FREE!

Well you'll get no answers by hijacking another person's thread about completely unrelated subject matter and double posting withing 20 minutes. I don't care if you're new, that kind of behavior is universally frowned upon all over the internet. You get three warnings before I issue you a temporary ban, but now you've only got two.
Exactly what I said in the other thread that I completely forget what it was now.
However, first offenses should have their topic separated, and be sent a PM, mew. Nothing too harsh. 
This one just got to me specifically because it's a double post on top of being off-topic, like the person actually thinks what he's doing is correct, not like he just can't find the button to start a new topic or anything really stupid. Additionally, it is a request for nothing, "stuff on that program." WTF is that supposed to mean? If there was a way to combine every single annoying n00b thing into two posts, designed to piss off every moderator on the planet, that would be it.
Umm. I think the tiles are 16 x 16 pixels.
