License question regarding "RPG Maker XP World Map Tile Set" by TheInquisitor

I wanted to ask for clarification regarding the above restriction applied to the World Map Tileset by TheInquisitor. Unfortunately my attempts to contact the author have been futile. His/her website is down, DNS registrar emails all bounce back, and all I got is a (possibly outdated) mail address of a Chris Jane in Worcestershire, England who may or may not be TheInquisitor.

The thing is, the way this is phrased could be viewed as prohibiting any kind of distribution of the tileset anywhere besides RPG Palace. Even including it in RPG Maker games would not be allowed since the tileset is in the game's resources and could be extracted from there. 

Would it be possible to somehow contact the author, or otherwise get permission to use this tileset with whatever attribution is desired? The thing is, I work with Tiled Map Editor and that creates a TMX file and you need to include the tileset in PNG format as is. The map and tileset are intended to be used as an example map for a tilemap renderer for iOS/Mac "tilemap game" programmers.

Would be supercool if the tileset where given a "proper free release" under a Creative Commons license (CC-BY-SA), or even putting it into the public domain. Given its age and compatibility issues from what I read in the thread it seems to have outlived its purpose but still, I fully respect the author's copyright, distribution and attribution requirements.
